It's the same thing as before except now there's a cap. That means less people with the chance at the buyout and more layoffs. How is this a "strong" agreement.

Their not even trying to stop the rush to automate everything.

When is this newly negotiated amendment to the contract that will allow UPS to offer buyouts for the first time going to be submitted to the members for ratification? This a midterm modification of the National Agreement, characterized as such by the IBT itself. The Constitution requires it to be ratified by a majority of the members. When's the vote? Or are they afraid to put it out so close to the Convention?

Good point!!! This "midterm modification" needs to be ratified by Teamster members at UPS.

The carrier has agreed to cap the number of buyout payments to 7,500 drivers under a program it says has received "strong interest across the country."

Having been through this situation a number of times before, I can tell you there won’t be a vote of the membership. The settlement will most likely come in the form of a MOU which will provide a limited number of voluntary severance packages offered by seniority within certain classifications. The MOU will not modify contractual wage, benefits or working conditions. The settlement will likely be approved by the national negotiating committee, who has power of attorney. End of story.
