Garcia didn’t come from the membership and therefore she will never understand what it is to come from a Teamster shop. You can never fully understand what a worker is if you’ve never walked in a workers shoes. The better question is why did Middleton leave her the local? Plenty of the staff that work there have come from the membership and have dirtied their hands in the shops. She didn’t help get signatures last time and she’s probably won’t do it this time either.
