Why is UPS Supply Chain non-union?

Why dont the Teamsters organize the UPS supply chain division? Here in Southern California, UPS run non-union warehouses and brings in workers from mostly temp agencies. These workers are exploited and underpaid. Same with DHL supply chain

Only the Ups-csi drivers are teamsters. Not sure about the other companies
