    Teamsters General President Sean M. O’Brien and and General Secretary-Treasurer Fred Zuckerman joined members and local unions of Joint Council 28 at their annual conference in Seattle.



    Alongside Joint Council 28 President Rick Hicks, O’Brien praised the work being done by Teamsters at both the Joint Council and local levels, emphasizing that coordinated bargaining, aggressive contract fights, and militant organizing campaigns are critical to raising standards across industries.



    Joint Council 28 has secured a string of powerful coordinated bargaining victories. In 2024, Locals 117, 174, and 231 jointly negotiated a new collective bargaining agreement with Waste Management that delivered the largest immediate wage increase ever won by Teamsters at the company. In May, following a credible strike threat, a coalition of five local unions across Western Washington ratified a strong new contract at Swire/Coca-Cola, delivering major wage gains, stronger retirement security, and affordable health care for more than 800 members.



    “When our locals bargain together, we are bargaining from a position of power,” O’Brien said. “Joint Council 28 is proving that unity isn’t just a slogan. It’s a strategy. By standing shoulder to shoulder at the table, they’re forcing companies to pay up, respect our members, and set new industry standards that will echo far beyond Washington State.”
